I gave a benefit of the doubt. Anyways its not the end of the world for me by losing that kind of amount.

I think he dont have plans to pay his debt, because if he really does he will leave message to the lender that he cannot pay his barrowed money on time so the lender will not hoping and adjust the fee since he was not payed on time,

Thats lesson must be learned next time take some collateral so you can retrieve your money even if the barrower defaulted.

Even if the guy is from your local you should've still kep the account as collateral. Scammers will be encourage because of this kind of loans. You didn't know who the guy is personaly so he can default whenever he wants. If you only have taken hold of his account, you would've benefit from it. Next time, don't encourage such.
