Centralized exchange platforms can do the same thing, it's clearly written on the ToS, so following your logic they're all are a scam? Binance is a scam? Coinbase is too? If you do not agree with their terms, the easiest solution is not to use them.
"Scam" is truly a word over-used.

Paypal doesn't allow transactions related to cryptocurrencies, it's something well know so we can't call the company a scam because there is a condition you don't like. (Yes, Paypal will add BTC to the wallet but the term is still applicable)

Banks or payment processors can do the same by the way, yet people keep using a bank account

I have not used LocalBitcoins before, and I can not use it again because of their kyc. I have used some p2p exchnges before, there are ways you can contact the person you are looking for on p2p exchnges directly, try to check LocalBitcoins platform, you should be able to see how you can meet the person offline, but be careful, making use of the escrow is enough than approaching what might possibly get you scammed.

There's no guarantee the individual is on this platform or that they'd see your thread here. It is also not good practice to try reaching out in this manner as you expose yourself to scammers who can impersonate the person you're searching for.
If you do not trust a site to trade on it, then avoid it completely, there are a number of other ways to buy and sell bitcoins.

Good idea to not use localbitcoin, because its a scammer company. They might lock your bitcoin forever without any reason. Myself Lost 2 Bitcoins(my account got frozen, once you verified and login they freeze your account right away, then I verify again and then they freeze your account again). Also my friends experience that. So stay away from Localbitcoin and Paypal.


Why not just contact him and tell him you want local met up?
