LBC is a scam company, Where you able to get unfreeze your account? If not we need to find the people in charge and then we can file a case agsinst those scammers.
Before you do that why not post your proof on your own thread of your own accusation against LocalBitcoin, OP's case is very unusual why take two years before you post it here, if his alibi is he is not aware of this forum then post a platform where he first posts about his issues, there's no proof or screenshots of transactions either make both of your complaint hearsay.
They are not scam but the its users are prone to scam especially those payment method that can be reversed worst to those who aren't. Example to OP's post, Skrill transaction cannot be reversed, but the other person reported that the money sent in skrill was reversed, but still LBC required the op to send the money back although it was 10 days already past knowing that the used payment method is known that cannot reverse the transaction.

4.1. We strongly advise you to only send money to people you know. Once the funds have been debited from your Payment Method, you will not be able to cancel or reverse the transaction.

Although this is just OP's post without any given proof but who would waste time posting here if it doesn't happen to them especially complaining to a company not to an individual.

2 and a half years ago I did a trade on LBC where I had to pay with Skrill ($345) to a vendor. I paid him and he verified the transaction and was satisfied and then he released the coin to me.
About 10 days after the transaction he contacted me and said the money got reversed and he wants his BTC back. I said that the money never returned to me and I never asked for the money to be reversed.
Next moment my account was placed on "forced holiday" and all trading and withdrawing abilities were stopped.
I contacted support and they told me to pay him back the bitcoins before they allow me to use my account again. I was stunned and left it there without paying back because i felt that after a vendor released the BTC, then he cannot get it back because he is supposed to assure everything is good before releasing.

Now 2 and half years later Im still sitting with $400 worth of BTC in my account that cannot be withdrawn. I contacted support again in the hopes of getting an admin with some brains this time but to no avail.

Now they went from incompetent to corrupt because they are demanding an external payment to an external wallet which belongs to I dont know who. The vendor is not even on the platform anymore and I dont know whether it is his wallet. I asked for access to the negotiations atleast because I dont believe that the wallet really belongs to vendor. They refused. Im also not allowed to use the coins inside LBC to pay the vendor... must be from outside.

What can I do or who can I contact for help?

This does not matter anymore and two years is too long to reserve a decision, you failed a simple p2p rule which led to your account frozen, your topic is inappropriate for this situation because localbitcoin is a reputable exchange, they are not scammers, you lost your coins due to your negligence, a buyer pressed dispute botton after you confirmed that you paid him and you were given a chance to give proof of payment so I wonder why you did not upload your payment slip for Localbitcoin to confirm payment manually instead you ran off and now you are hereafter 2years demanding for the coins you defraud

Why did you have to wait for so long to have the problem solved?

Localbitcoins is a custodial service, so if there is any complaint, they will engage in the dispute and block the funds while you resolve the dispute. At that time, You should have tried to contact skrill to ascertain what when wrong and then maybe send them proof that you never reversed any transaction, but you left the case hanging.

2 years is a very long time. If I were you, I would blame myself for negligence, count the loss and move on
