Yeah, scammers are abusing the self-mod and lock topic features sadly. It might be best restricting who can self-mod threads or in what boards this can be done. As for locked topics, maybe we should consider that once somebody locks a topic in the marketplace it cannot be unlocked by anyone other than staff. With that being said, these two behaviours are usually huge red flags of scammers though so it has positives and negatives.

This isn't true. A screenshot of their rule breaking is the perfect way to prove such. I usually permaban them if there's solid evidence they're evading the bump rule as well.

Just report them on anything they do wrong:

Examples:

1, 2, 6
I just reported all three: This guys doesn't delete his old bumps, and breaks forum rules with that. He does this in many topics.

Reported: This guy bumps within 24 hours and doesn't delete old bumps.


My suggestion: locked topics should be grayed out, just like moved topics:

This makes them unattractive as sales topic, and I think it can easily be implement on the forum.

I notice many scammers in Digital goods, Invites & Accounts and Computer hardware use locked self-moderated topics as a way to Scam others.
19. Possible (or real) scams and Trust ratings are not moderated (to prevent moderation abuse).

My ideas:
1) unlock topics: they keep selling after locking it.
2) move topics to Archival : topics become old stuffs.
3) ban from posting:  they break rule 13 & 21" reported many times, Maybe Moderators do not accept pictures as proof ".

any other ideas?
1 and 2. (won't happen).
3. Pictures can be manipulated (by Photoshop and etc... and some might abuse it), so you have to archive those posts instead (use this website: http://archive.is/) and moderators handle it accordingly (have reported a few similar cases recently).
