So wait, you have no right to surrender a right?
In a very few countries, the surrender is not irrevocable. So you could announce that you have released something to the public domain, then ten years later you could say "Actually, from now on I would like to collect royalties."

It's trivially worked around by adding an implied license, e.g. "I release this to the public domain. Do whatever you like with it". Then you cannot successfully sue someone who did whatever they liked with it.

Satoshi explicitly released his golden-coin logos to the public domain, so you can do whatever you like with them.

just my 0.02 cBTC: public domain is rather us-specific and for example it prohibits its use in countries like brazil where there is no way to surrender all legal rights and put it into public domain in that way. therefore licenses like http://creativecommons.org/choose/zero/ have been created to allow usage of such public-domain-like works in countries that have laws like brazil.

Most artists who have created and disseminated Bitcoin logos are expecting people to use them.
