Legally, it still belongs to the Biysk chemical plant, which is owned by the federal government. May be the cops could somehow transport it back to the factory, using cranes and trucks.  Grin

Didn't you just said that the tube is from somewhere else?

Some of the ICBMs owned by the Soviet army were hastily decommissioned after the disintegration. This missile segment probably originated from some of the decommission sites, located upstream in Kazakhstan.

Did you read the article?

It says there clearly from where the tube is.

Yeah, I think if that were a real ICBM the military would have shut down the whole place and there would be a massive and paranoid response to it, the design of the metal certainly looks similar to a rocket, but it's obviously hollow and doesn't seem to contain anything dangerous lol.

Only in Russia could a flood bring to your doorstep a huge intercontinental ballistic missile. Or at least that's what some Russian bloggers say, after a giant metal tube mysteriously appeared in an Altay village.
