Basically Greece has the situation under control. It's probably because the hospitals there are actual hospitals rather than fleecing tents and because the people there, despite not having been through this situation before understand the risks of what might happen.
By the way, I grew up in Greece and I never visited a brothel, even when I was invited to go to one with some friends. It's not because I don't wanna have a bunch of sex and it's not because I think prostitution is immoral. It's because I think it's lame to have to pay for sex, to a certain degree.
Although, true story, Greeks if not number 1 in sexual activity are somewhere in that ballpark.

Greece, unlike many other places in this world, is not a police state. Living there, you're not constantly watched over by the police, society there expects everyone to be responsible, and also treats people like adults.
