So it depends on your project which would be the best place for marketing. The forum popular advertising strategy is forum ads and signature campaigns.

I can give you some suggestions regarding this although I have no interest in such.1. This forum is probably one of the best places to promote your project. Dont just use it for skimming away devs through telegram. The classical method to run marketing here is by signature campaigns. Hire a campaign manager and work with them to get your project known to a large population of this forum. Paying users to promote something would mean a greater interest from the community to visit your project page and convert to investors.
2. Declare a budget here, without doing that you will get a lot of low quality users spamming your DMs. Since nobody regulates these freelancers, you will have a tough time scanning them.

In this forum? This will not be a good idea at all if you chose to do so. The community will eventually spot those users and mark them as spammer and with that your project will lose its value too. If you want real interested users then go for promotions like Signature campaign for the forum and bounty campaign for other platforms like Facebook etc.
