Otherwise if you want to issue tokens in exchange for ETH, ICO style, then have a look here, I found this tutorial quite easy to follow and understand:

They have the full token distribution etc logic implemented in the example project on Github. You can modify few lines and repurpose it for your own project.

Is the contract deployed in the Ethereum blockchain? If yes then you can't distribute the ERC20 Tokens with the method I told you. You need to add this code in the smart-contract.
