Is this a project that is largely finished and looking for money post launch or is it simply an idea that needs money to fund it's own development?
Its still trying to develop which means its still an idea that do need up some financial support.Its rare to see nowadays for some projects that already been developed that do seek out for further funding support.

It depends, people can code an entire project but may not be able to market it or other actual costs on deployment. Micerace.com is an excellent example of that.

Projects this early on typically don't attract very much interest though from my experiences, but I do wish you luck. Esports is a growing market.
Yeah im pretty aware of that Micerace.com website which i can say it isnt really that complex to code on compared to a betting/exchange platforms.
The only thing that do interest me is that this one is aiming for the site of e-sports but getting financial or funding support is just having 1% chance.

Blue print  95% ready and now looking for investment to register the company legally and get the coding work done

About above suggestion,it is just right for them to ask and tell you out because finding investors wont really be that easy as it sounds.
You havent even giving out some details of said project or key points that at least people will able to find out.

That is a serious project that needs a serious approach.

You can post some of the basic details in public so that you can attract more possible partners. Yes, I know there should be a private discussion but also there's should be information that allowed to be posted and shared in public.

Just giving the concept without project details might just end up to you being ignored.

 We have the blue print ready and decided the partner companies who going to help us but seed investor is the person with whom we can make a contract legally and carry out work forward

First you should introduce yourself correctly:

- say your full name

- say your country of origin (where you live)

- show your linkedin and other social networks

then you would talk a about your project, at least something that caught people's attention
