What you're looking is InterPlanetary File System (IPFS), it's P2P protocol to store and share data distributed. User just need to use IPFS Companion extension of their browser to access your website or file.
Additionally, it can be used altogether with cryptocurrency such as Filecoin and Ethereum (specifically Ethereum Name Service).
