You are looking for a Fluent English writer, with knowledge about third world countries, the ability to research, make predictions, and evaluate the truthfulness of uncovered information, and you have a limited budget for the project.

Unfortunately, there is a problem. Your budget is too small to attract a writer that can create content that will actually rank you well on SERPs, or even provide relevant value to your readers, or go through the hassle of trying to find the right questions and answers that you are looking for.

The solution may be to look for guest writing opportunities, or increase the budget if that is a possibility. I have one writer that is working with me, and he is from Nigeria, so he may be able to offer some insight into the situation of his country. But he is already making much more than you offer.
