I personally use Xapo since the biginning... so early that I actually don't have the card that have the Xapo logo on it.. lol, Back in beta test they send me a MyChoice card, witch hold the Visa part of the thing... lol  it's fine

So...  Xapo, https://xapo.com/  Is a multy usage account that you need to have, especially if you like games...

1 you have a multysing bitcoin wallet (they don't provide secret key)
2 You have a cold storage vault (never used yet)
3 Your Bitcoin wallet is linked to a visa debit card....

So the way it's work... While others will require you to sell bitcoin in advance, keep the money in USD on the card etc...

With Wapo the money remain in bits... when you buy something with the visa card, it send the transaction to your Mychoice account/ witch sends a request to your xapo account to verify the availability of the bitcoin equivalent in your USD$$ transaction at the present time, at the present bitcoin value on the markets... 
Once verifyed, it sells just the right amount of bitcoin it need to send USD$$$ to mychoice, and then the transaction is done...  All this in no time...
If you have a refund, It will buy bitcoins and transfer it back to the wallet.... 

The xapo web site or the app give you the a resume of the bitcoins transactions on the account.. While the MyChoice website keep tracs of the Visa transactions, so you can print out recepts....

And the bitcoin wallet is a wallet, so you can transfer bitcoin as well from it, etc....

4 It connects all xapo user: you can transfer money to anyone usign Xapo using their Bitcoin wallet or his e-mail address... And Xapo will give you a few bits for each personne that you know that use Xapo.... 

5 Xapo have a store where you can buy stuff using your wallet.... mainly steam games, but they will have other stuff in the future

6 You can buy bitcoins on the website (not yet from the app... )

The fees are very low....   Almost none in fact... 
I'm canadian and Need to travel to us for my work...   It's cheeper for me to use my xapo account, Rather then use a Canadian bank based Visa.... So when I take the time to sync My Buying decisions / selling decisions with the card, I actually make profit using a visa card.... 
The card comes with a NIP, so you can cash out actual money in an international ATM if you need to sell your coins but have nothing to buy....   

E-coin.io is probably your best bet , I'm not sure if they accept India or not but I guess they don't care about your country when It's a virtual card , as I'm from from a country where card is not available (and they don't offer their services there) but they made a virtual card for me. (It's a Visa card)

I'm using it for more than a year now without verifying anything; you will need to verify it at some point If you want to increase the limits, though.

I don't think It's possible to get Bitcoin back though btw , as the system works like this :

You load your account with BTC => you wait for 3 confirmations in your transaction => your balance shows in your account , then you Load the card with the balance you had in BTC.
I don't think you will have any issues using it anyway , as I used it on websites like PayPal (to verify) and GoDaddy and others..

I have searched a lot but did not find a bitcoin debit card provider that allows issuing in india except wagecan but that requires verification.
I am looking for a virtual bitcoin visa debit card that can be loaded with bitcoin (obviously) and then can also br unloaded for bitcoin in case the debit card does not work on a website i want to use it onto.I mean i can get back bitcoin if the card does not work.
It should be visa debit card because i want to use it on samsung.com
Any best debit card provider that allows 1000 USD atleast limit for unverified accounts?
