Yes, your target is right, the claps s/he needs to increase fake claps for what he can get more stakes. Also, it may stands for writing article. People will think the quality/reach of his/her article is good and will be interested to hire him/her as article writer for medium and/or will hire him/her for marketing on medium for them.

The OP knows it very much and he will just use the clap to give a good image on the project medium article and make it looks like lively. This is part of the project marketing to hype investors and attract them. Medium articles is not that much effective on marketing nowadays, Facebook and Twitter is the most famous in terms of effectiveness.

If you buy claps from anyone for bulk amount either 50 claps or more. Then they will not be genuine and it will not helpful for you. Those claps will be provided from fake account. It will be a wise decision if you hire a marketer who promotes you post/profile/service and will get claps from real person which will be helpful for you.
