For 10 Bitcoins you won't get that. GO is the most difficult game to write an AI for since the search space is HUGE chess is easy compared to this. I have no idea what you would need that AI for but try to fine one that already exists.
You need to find an experienced artificial intelligence programmer, chances are they are already in high paid work.
