I've heard good things about RunCPA on this forum, and they seem like a legitimate site with no fees for signing up as an advertiser. The site also states that they've been around since 2015, which seems right as the RunCPA Bitcointalk account was registered around January of 2015. Couldn't hurt to give the site a shot.
Have you tried using advertising networks? The thread was last updated in 2016 but most of the networks are still running: https://bitcointalksearch.org/topic/list-bitcoin-advertising-networks-1108616
The guy is most interested to get a few promoters from here who will promote their affiliate URL to get the commission (from the CPA model)
It's interesting for the person with a blog, channel,... If not then there are still some ways, but the person will need to have a budget to advertise
