Post the site in your first mesage, tell us about the possibilities this site provides for users, the bankroll and potential changes you want or could make to improve it. Valve and/or Steam put a "ban" on gambling, or intended to. What their rules state is there should be no trading into third party skin value markets for csgo, but how betting websites get around that is by making a middle site for deposits and withdrawals, that way you are not breaking their TOS in any way. There is actually nothing in their TOS that specifically states there are no gambling websites allowed... And you don't necessarily have to have a third site, you just need to set the bot up in a way that the user sends the trades and confirms them. Although I do have a middle site already set up IF it is needed.

If there are legal problems, the profit that the site had made will be distributed among the investors based on their prior investment, but there will doubtfully be any legal problems as nothing wrong has been done.

Their platform was solid but it was managed with the intent to run off when they had enough attention and btc collected after the ICO ended and left all investors hanging.

It would be great if everything would show up as legit as possible, but looking back at what happened in the past with other investments like alt coins, it may look legit from the start till the end of the ICO but it all ends up a scam. Maybe you should look into getting the opinion of some people here on the forum who has experience with operating a legit gambling site.

Totally understandable, I think in this case, the ideal investor would need a proper understanding of how a gambling website can profit and run. Then after they review the current setup I have, they will make their decision as to if they'd like to join in or not.

Another thing you can do is launch the website already and just set the max winnings possible to whatever your funds are. For example, you have one bitcoin and the max winning would just be 10% of your 1 bitcoin. Which means they can only bet with a winning of just 0.1BTC. Then create an investment platform. Copy what other gambling sites did with invest in the house kind of feature.

Well, once I build up a bit of a withdrawal bot, the site will almost run itself and the investor will see a return quite swiftly.
