 I would like to hire a game developer to develop me a simple game (it might not be simple, not sure, sounds simple Cheesy )

 The game is find two pairs. The memory game. Like this ;

 It needs to look better of course and it will have 20 levels, 1st level with 6 cards and second level with 8 cards and third with 10 cards and so on until 20th level, more levels are better but minimum 20.

 It would be amazing if its html5 game (written in html/css/javascript/jquery etc instead of c# or similar on unity or whatever)

 The game needs to be mobile friendly because I will upload it on google playstore not places like kongregate.

 Give me your ball park estimates on how much it would cost to build such a game. I am willing to pay the best man to make this game.

 It will be html5, so that it can run on android, iphone, computers etc. That is why I choose html5.

I understand. You want to have an app available for everyone to download from the Google Play Store.

Mobile applications are usually developed in two ways.
App development with native language (Java, Swift, Objective-C). App development as a hybrid (Html, JavaScript, Css, Cordova etc.)
Both work as an application on the phone. But there is a slight difference between them.
Applications developed in native language work directly on the phone. Hybrid developed applications run on WebView. The end user does not understand this difference.

You need to choose according to the requirements of your app.

With C# I can develop a game like this. (Web or Desktop)

But you have to decide app type. (Is it a mobile app or a web app?)
We can develop web applications responsive to mobile devices.
