I'm not sure if my idea will work though but just want to share so make you can develop a better idea with what I've thought a tipster site can have.

LEt says in basketball. and so you added two teams and let the users vote who'd win. now the channel will play a better part like, youtube channel to which users discuss about how a team can win while on facebook channel you also have a discussion as to whos winning. these discussions are put into a frame live in your tipster site to which below it is a poll of who is winning base on the people discussing the game.

What is the difference between a Tipster website and a faucet in your opinion? How are you going to fund the tipping pool? I was thinking that a site with mini tasks would be the ideal platform for this, where you offer your service or website as a go between or a escrow service. People could post requests on the sites and you could release the tips, when the task was completed. Let's take an example... On Valentine's Day, you ask 15 people to send a text message to your girlfriend, telling her that you LOVE her. If they did that, and you have the proof, the website release the payment. Silly stuff like that, but it would still be fun. ^smile^

I could help you with creating the site Smiley
But if u are only here for the layout, then I would advise u to make it clean, which means no ads/pop ups or such things.
Make it look good by making multiple layers that overlap a bit. Use good colors, and make a stylish menu.

For displaying the free tips, I would create a table and just type things in there. That would be the easiest, then add some css and u have a good looking site.

Thank you for your suggestions , I feel instead of tables if we can use gridview then that will be obviously fine.
I made a quick image how it should look on the mobile phone, the colors are not correct, but it is to separate the sections of the site:
