Is this some sort of scam or what? Why do you want someone's else paytm wallet to receive payments? Why can't you just get that foreign exchange on your own paytm?? What is the service that you provide? Unless you answer these prominent questions no one will give you their paytm wallet( that has KYC) obviously.

We do not need someone's paytm wallet in the way you wrote here.
We do not have office in India and can't make our own wallet. We have current payment provider in India but we need more ones.
Wallets are needed for an international company.

I guess this goes against the Paytm terms of service : https://pages.paytm.com/terms.html

So anyone found involving in these kind of activities may get blocked from using Paytm wallet permanently.
