I found a good page, the page is called ICOrating but it seems a bit comercial and pusihng forward their own ones. But at least they have all of the ICOs

All those listings are extremely slow; they need ages to come back to submitted application and publish the ICO information on their web-site.

Yes there are sites that give information about ICOs. Below are a couple along with my Medium/Steemit accounts as I cover ICOs and token sales:
