You you should look more into detail about flags and phoenix.. It may be that you weren't using any flags.. Also the only GOOD reason I can think of investing in a 6xxx card is for a tad less power usage.. But other than that.. 250 dollars for a new 6950 can buy almost a quad setup of 5830's which can amount to nearly 4x the mhash rate for the same price. In addition to all that just stick with your current card and look into overclocking with MSI's Afterburner or Sapphire's TriXX, they should work for all current AMD cards regardless of what company you bought from. Just try to leave the voltages alone..

The only 5 series card that get over ~400Mhash/s are the dual gpu cards ie. 5970. 

I wouldn't waste money on the gpu you selected.  I'd buy a 5830 for less than $100 on ebay and get 300Mhash/s per card.

That's the thing.  My current 6970 only get's a little over 300Mhash/s.  Why does a later generation also produce similar results?

My 6950 unlocked to a 6970 gets 400Mhash/s.  Make sure in CCC that under performance "AMD overdrive" power control settings should be at +20%.

The 5000 series cards used an architecture which was well optimized for mining.  This wasn't intentional it was kinda just pure luck.

For that reason 5000 series cards were preferred over 6000 series cards.  The newer generation did nothing to improve hashing performance and while both cards were available new the 6000 series cards sold at a premium.

I've looked though a couple of articles and post's here and I don't understand how someone with a 5000 Series is getting over 500 mg hash when my current doesn't' has a 6970 in it and only get's a little over 300.
