While he's still looking for a project partner. He can make himself busy by showcasing those skills and by trying to look for a client that he can work with just for some funding and expenses from his pocket and labor for this cause and project that he's starting with.

I agree when he's done with the project and he can't still find a partner. Angel investors will appreciate it if he did a good job in there and they'll be the ones to invest in him and also with the project. But then, if it fails, you're right that it becomes a part of his portfolio.

With this many skills, maybe he could consider using them for a project of his own, why would he have to wait for someone to hire him? Then he should turn the promotion towards his product.

I agree, he is into development and I have seen a lot of hiring with his skill. He really just need to advertise it very well or pitch way better than how he's doing it like for this thread. And get into those freelance websites wherein he'll see more of the clients that needs the people like him with that skillset that he's mentioned in the other thread that he's made.

Not only that, but the word developers without showing the projects he contributed to or the skills he possesses will lead to negative results.

This type of proposal won't work. There are the sections Project Development and Services, and I am seeing proposals there, but it doesn't look good at all for the people who are looking for a project partner. If the other details should be contacted you first because it will be revealed, I doubt that there will be a lot of people from the forum that are going to contact you with serious interest. It could be inquiries but for the real partnership, maybe it won't be the one that you actually need. I want to wish you still good luck.
