I do highly agree making it a competition though.. You will have more people try and work on your stuff if you do it that way.
Nothing crappier than doing an hours work and being paid absolutely nothing for it because its given all to the champion.

I would also recommend michael23 for this job. He has placed pretty well in alot of the design competitions. Roslinpl and medUSA are good as well
I would recommend rosinpl(most of the signatures used by signature campaigns are made by him and medUSA(winner of many recent sinature design contest, creative as well).

Better you make the contest just like other did. If you held contest, you will see more variation of signature so you can choose the best one.
If you want to attract more designer , I suggest that you're also having consolidation prize
example : your budget = 0.25
0.2 for the Champion
@ 0.01 for 5 designer( consolidation prize )
