I’m constantly (maybe even too much?) recommending Merkeleon software. I think that’s pretty much what you’re looking for: they have hot & cold wallet insurance, support up to 250 currencies and lots of payment services, built-in trading platform (for tokens, crypto, fiat). They’re not open-sourced, as far as I know, but they offer a lot of customization options. Either way, it’s a great cryptocurrency exchange software.

@OP there are open source exchanges (but the decentralized ones like Bisq) you can maybe start with?. Using different data centers (at least servers/locations) is just a basis in IT. It's called "load balancing" (or something like that)
Perhaps you could have a better luck posting in the services/marketplace section to find someone qualified.

What is your budget?

I don't need exact number, just some general figure to understand reality of your intentions.

I always avoid people asking firstly "what is the budget". Developers forget their hourly rate? Or it depends on the budget?

We are considering any options for purchasing software, but your software should provide the following opportunities:

1. Placement of the software and all client wallets (both hot and cold) only on our servers.
2. The possibility of making trades in different pairs of cryptocurrency (unlimited quantity).
3. The ability to trade of arbitrary tokens (both ours and others).
4. Ability to organize margin trading.
5. Availability (or availability of integrating) of trading tools similar to TickTrader or MetaTrader5.
6. The possibility of attracting liquidity to the stock exchange by integration with liquidity aggregation sites.
7. Availability of all instruments for connecting external counterparties (payment agents, Banks, card issuers, etc.)
8. The possibility to realize on your software a geographically distributed fault-tolerant solution for a cryptocurrency stock exchange. We want to place servers step-by-step in several data centers, and if the servers fail in one of the data centers, the trading must continue on servers in another data center.
9. You give us the source code of the software - we want to have an opportunity to modify it independently in future (this requirement is very desirable, but not 100% mandatory).

This might be of interest of, you, https://bitcointalksearch.org/topic/--3038339 These guys are selling a 16.000$ script, with a working demo. Do note that i've not seen their source code, so i really can't vouch for them, use at own risk!

For a cheaper solution you can maybe try something like http://grabfile.net/product/bitcoin-p2p-trading-platform/, and modify it to your liking, although again, i can't vouch for the product. buy & use at own risk!

There are four exchange sites running on Peatio. Well 3 when I see Yunbi listed on top. They are the origins, but closed down shop.

This software needs to be avoided. I also considered it last year.

Although their intentions were originally sincere, there has no development or updates to the code for 2 years ... that is a bad sign to me.

It depends on many parameters.
And what is it all about? Rent rate per month or purchase of all rights to software?
As I wrote above - we are considering any options.

Depending on the options offered and the seller's wishes, the budget can range from tens to hundreds of thousands of dollars.
