The best option for you is to go and look for people with technical or legal knowledge in initial coin offerings (ICO) on LinkedIn. There, you can sort out their qualifications and review their experiences in handling such crowdfunding campaigns. You will find also a list of professionals on LinkedIn that are close to your location that you can talk to directly. In my opinion, if I were to be asked, I don't think it will be easy for you or anyone to start an ICO if the members you want in your team are in a remote location, unless, of course, if you can meet them at least once in a while to discuss and brainstorm ideas for your project.

Actually best way to find a Advisor is do your own research in current running ICOs. You are the person who knows about your busness and what kind of people you need to get involved. For a example check the Daneel.io project. They have good team who is actively participate project.

Helps to be transparent so people can see your intended ICO's roadmap.

It's not really about asking for money from the team involved but more about reining them in and making them part of the entire operation. After all, if you are not tech savvy as you claim, then you need people who are and who can help this project reach a wider audience. This is usually where the scam begins. If you are unwilling to share your corporation information/addresses, chances are they don't exist.

After all, what harm can come to you by doing so, unless you intend to scam?
