Hi want to promote my retail shop on the web, so bought a domain and need a webmaster for build up a website. No need e-commerce , only a nice design, some pages where i expose my items and a form for contact me. Better if the same work shord be made on App Store & Google Play too

You mean a web developer and not a web master. You should really try Xbtfreelancer There you can create an escrow and only release the amount after the job's done.
