One technique I've seen used about two or three times, is offering to double the deposit of the 10 - 20 first users, no restrictions, and cap it at like .005 BTC or .01. People deposit, a few minority will just get their free .005 and leave, a bunch of others will gamble it all to 0. And there you have your first dedicated user if your website is good and catchy. Add that to a good signature campaign like other users said, and you'll build yourself a nice clean player base in a few months.

A signature campaign is where you pay users to post on the forum while wearing your signature/links to your site, like the one I'm wearing now.
