You wont find an s4 with that budget, but there is a lot of S3's for sale asking around 100$ shipped.  Then just find a good deal on a used PSU,  although i recommend trying to find a good deal on a EVGA 1300W G2,  i picked one up off of ebay for 110 shipped last week..  they are gold rated, and can run 2x S5's or 3x S3's

Hey guys! I'm looking for a decent mining setup that could pull about 500 GH/s. Unfortunately buying miners used on amazon and eBay don't include the power supply, and buying one would go too much over the budget of $200 USD. So, I'd like to ask the community if they've got an old asic, perhaps an S3 or an S4... Something self contained would be amazing, because I've never ran a dedicated miner. I have mind, though! I used to run a GPU instance on amazon for kicks, back when they made a few dollars. But I've been into bitcoin since 2011, so I'm well acquainted with it. Thanks for any considerations and offers!

Basically it's an EVGA 1300W G2 PSU and 2 antMiner S1s and 1 antMiner S3. I had to do some shuffling due to circuits and such at my house and I have these leftover. About 800 GH for $225 and the PSU gives you upside to eventually power 2 antMiner S5s when the prices come down a bit more.

If you're interested, think I could get them packaged-up an shipped in your price range depending on where you live.

If I said the OP should "not look at your offer" or "look at and quickly move on" I would be implying something negative. By telling dude to take a long hard look and have a think about your offer I'm encouraging them to do just that. Take a good look... because you probably have a good fit for them. And shocker... I'm correct once again!

Some miners on ebay include power supply. You just need to spend some time with research.

For example I just found this with power supply included. It's a scrypt miner and it's probably above your budget but it shows that you can find miners ready to plug and play.
