best option if you want to buy then you can go to localbitcoin.com site their are users who are giving so many option for buying and selling, the price is also very competitive and very less discount. I use to trade on that site. other paypal or anything i dont believe it as that are mostly reversible and they can scam you.

Perfect money is a irreversible payment processor. Do not ever try to send that to anyone without escrow. I lost my $213 with perfect money
And also using members of a different website might brings you few unexpected results
