Well, let's say I wanted to buy other's gig for real and left a review and he/she did the same and bought my service what makes us getting banned for this ? I need their service and they needs mine I guess it won't harm.

Its not a problem for once but if you use it aggressively then you may face a ban . If you do anything, do it well or you may not see good consequences later on. I would be interested in your offer but will you be the one sending first order or me ? If you have any other account on fiverr like that of friend's one then it would be a good idea to use that account rather than the one on whom I am supposed to post a review .

I don't think it will be so easy to fool the feedback mechanism. It will raise an alarm. Instead, pay someone who has history of purchase in fiverr and ask him/her to order a gig. Avoid feedback from brand new accounts. Never exchange feedback.
As for your logic, it's their business and have their own algorithm, not necessary they have to abide by your logic to survive, rather its you who have to follow their rules if you wan to survive.

Hi all,
I am new with Fiverr and I created a Gig that needs a boost so I'd exchange reviews with any one who needs it and pay for your gig leaving a good review and you do the same.

Is this not something that 1) Can get your account banned and 2) Is very obvious?
I would think any website with a rating system would monitor for two new accounts to give each other positive ratings (especially if its the only one, say someone signs up for this today and doesn't use it again).
