AFAIK, Apple does not allow any apps to send (and probably receive) coin transactions (and probably never will).  Every Bitcoin app I've seen in the AppStore is strictly a watcher.  I'd imagine Windows phone might be the same (although I don't have access to that marketplace).  The reason is it bypasses their 30% cut (and they don't like that).  Android should not give you any problems though.

If you wouldn't mind sharing a bit more, either here or via PM, I could probably help you out with the Android app or at least point you to some great resources.

If you want to create cross platform apps for smart phones, you might want to take a look at PhoneGap. Apps are implemented using web technologies, such as, HTML5, CSS and JavaScript. You will also need a server as a smart phone will not have the resources to run as a full bitcoin node.

I'm looking for a freelance app programmer (iPhone & Android and maybe Windows phone)

I won't give away much details. Once we agree on a price, we can discuss the rest.

Looking for a programmer experienced with bitcoins. The app must be able to create wallets and received and send payments. (but this is not a wallet app).

I have pretty clear what I want, but I have no idea of what knowledge a programmer for btc apps should have, so any advice is always welcome.
