I have 2x comp. unit Neptunes which are meant to be bottom of the barrel, and they hash very well under-clocked.  They actually can make pretty decent efficiency as well, matching S5 efficiency at ~1600 GH/s (you would very likely get higher hashrate with same efficiency with a non-comp unit, mine has many dead dies).  Like anything, you have to get them for the right price. They are more comparable to S5's or SP20's than an SP35, since they require external PSU's.  I personally prefer external PSU's over internal like an SP35, as they are much cheaper to replace and don't require down-time, however I am biased because I also sell breakout boards for large server PSU's.

Yes, keeping the room cool with Neptunes and providing proper power (using PCIe splitters w/ 2x cables to avoid burning your miners down) will curb most problems with them.  It's also wise to make sure you get the right ones (i.e. non-compensation units).

Given the MANY issues with Neptunes, I would ignore them.

 Given your stated electric cost, I'd be looking more at "how much power I have available" and figure based on that - and look at more efficient options too so as to maximise hashrate based on available power.
Are the issues preventable with proper maintenance and keeping an eye on them? Even underclocking and keeping the room extra cool with an air purifier to keep particulate to a minimum?

10 s3s is comparable to one s7 hash wise and does beat the going rate of around 2k for sure.

Get the cheapest equipment so you ROI as fast as possible. SP35 won't be cheap.

Based on what I want to set up and how I want to go about running my rig, I'm thinking I could start with 8 full Neptune sets or 3 sp35/31. Of course there's a difference in hash rate but the sp35 is newer. Electricity is a nonfactor in my soon to be. (Free utilities, complex probably bundles).

Which should I get? The fireboxes or a lesser hash rate for my investment? ~7-9 TH/s
