That's a bit imprecise.

Personally I'd like to see border states legalize marihuana which is grown in state, and place strict criminal penalties on weed brought in from out of state either for sale or transport. For example, that'd cover weed from Mexico and put it directly under Texas jurisdiction. Bye Bye goofball Feds with DEA and FBi all under a namby-pamby do nothing Obama.

Then I'd increase the Texas Rangers from 144 to 1440 and sit back with a bag of popcorn....

That has always turned out well in the past. Besides entrenching offshoots of Mexicans that would become mixed up in the accidental bombings of villages. Would be like bringing Isis to the backyard and expecting them not to blow anything up in response.

By taking the cream of the crop they’ll have found the toughest and most resourceful fighters, and they’ll have turned them into killers already and broken them into the perfect henchmen.
