I see a couple of possible problems:

1. Was the seed created by Electrum or by something else? If not recovered correctly there may be that different addresses are obtained.
2. Is there any chance OP has recovered from another wallet's seed? Is there a chance OP has created a new wallet instead of recovering? Is there a chance for extra/custom words (or even spaces) being set?
3. If the addresses match with the old/known wallet's addresses, maybe somebody has already stolen those coins. The transaction history for those addresses should tell the story.

OP, do you know at least one of the old wallet's addresses? Is there a chance you could try to recover your wallet with Electrum on a laptop/PC? (Make sure it's downloaded from Electrum.org and verified)

So if the seed phrase is successfully imported, definitely it is Electrum seed phrase.
That's not correct.

Previously, Electrum 12 word seed phrases also had a 1 in 16 chance of passing the BIP39 checksum requirement by chance and therefore also being a valid BIP39 seed phrase. It has only been since version 4.1.3, which was released in June 2021, that any time Electrum generates a seed phrase it checks that it is not also a valid BIP39 seed phrase and discards it if it is.

Similarly, BIP39 wallets have around a 0.44% chance to create a BIP39 seed phrase which also passes the necessary Electrum version number hash requirements by chance and is therefore a valid Electrum seed phrase.

It's important to know if you generated seed words in Electrum or in some other wallet.
Even if the seed phrase is generated on another wallet that is not Electrum and if the seed phrase is BIP39. In this regard, if trying to import it on Electrum, it will not be successfully imported as the 'next' icon will not be clickable unless the BIP39 is checked. So if the seed phrase is successfully imported, definitely it is Electrum seed phrase.

Is your wallet synced?
Tap on the 3 dots button at top right corner of the screen and check the status. Is there any connection with electrum servers?

If your wallet is synced and you are sure that you have entered the correct seed phrase, as mentioned by Charles-Tim, there's the possibility that someone has stolen your bitcoin.
Go to history tab and check if you see any transaction there.

If there is no transaction, you have probably entered a wrong seed phrase.
If there's transaction, but your balance is zero, your wallet has probably been compromised.

I got my password and also my seed. But if i install the wallet again on my new android mobilphone there is no bitcoin on it.
Are you sure you are talking about password and not about passphrase by any chance?
This are two different things and with passphrase you are creating completely new addresses and hidden wallets.
If you know your Bitcoin address than you can check your balance on any bitcoin explorer to see if coins are still on that address.

Does anyone know, where i can find a manual how to recover my electrum wallet with my bitcoins?
It's important to know if you generated seed words in Electrum or in some other wallet.
If you are sure it was done in Electrum than you can simply download Electrum desktop wallet from official website and try importing seed words there.
One example (in less than one minute) for easy and fast way off restoring seed phrase for Electrum desktop seed phrase, and it's similar thing on mobile:

sorry i have lost my mobilephone with the electrum wallet on it and some bitcoins.
Hope you password your mobile device? Hope not someone that knows about you and your wallet that stole the phone? These are some mistakes someone can make that can lead to compromised wallet and coin loss.

I got my password and also my seed. But if i install the wallet again on my new android mobilphone there is no bitcoin on it.
Just as simple as importing the seed phrase on another wallet. Password is not needed. But hope you did not include extra word (passphrase)? Which will generate different keys entirely.

Did you use extended word (passphrase) while generating the old wallet?

Or, did you install the wallet and never yet imported your seed phrase? Then follow this: click on standard wallet or the type you setup -> I already have a seed -> import your seed phrase.

Make sure you include extended word if you used it when you generated the wallet. To include the extra word and/or characters, click on the icon that resembles settings at the top right corner while importing the seed phrase and check (mark it right) it to proceed.
