Not sure how the nonce or block hash would help. Block hashes are usually very large numbers, and the nonce can be anything between 0 to 2^32-1.

Is there any other way to find a winner? I mean a safe way that cannot be manipulated ?

Hey folks,

I might want to sell something very expensive. But due to the bad financial situation in the world, I might want to try to raffle/lottery it .

So every ticket would'have to pay X btc to Y adress.

I want to use the transaction ID as a ticket example: c4725223e7b0b3b0146f76d5ca9ac51510184b52306fa6f4cc6879aacc808c2c

Imagine I would state that block 245731 decides who is the winner is.  Could I use the nonce or the hash of that block to find a match with a lottery ticket(transaction ID)

If so? How? A example would be nice.
