Where can I exchange a low amound of BTC without high/any fees? Is anyone on this forum willing to buy low amount of btc like 2-3$?

i saw payza if offering adding funds above 0.05 BTC with free transaction , below that may  be you need to use like neteller etc. probably you need to try some threads on this forum which will help you on the same.

I think depend on your payment method are like skrill or neteller they have low fees of transaction about 1%, should you explain what kinds of payment method who be used.

the exchange fees are nothing and since they are being calculated based on your amount you lose nothing (it is a percentage of the volume) but the fee that will hurt you is the withdrawal. so you have to find an individual and sell him for something like paypal money but you have to find a reputable person so that he won't charge back.

If there is no one to exchange with you, you can get a virtual/plastic bitcoin debit card from uquid.com for $1 to add to your PayPal account and withdraw to card whenever you want.

Bitcoin and piddling amounts just don't go well together. That goes for withdrawing fiat or coins themselves.

If you want to trade with low amounts of bitcoins then find such service where you will be charged at the rate in percentage and not with the fixed price. Since you are willing to trade with the amount like $3 then $0.5 (example) fixed fees are far higher than 0.02% (example again) which is $0.06 on your trade. Almost every exchange has fees in percentage but if you are willing to save even more then you should compare feed between exchanges.

yobit offers instant okpay, perfectmoney withdrawals. Minimum of $1 withdrawal with a fee of 2%.

ecoin.eu offers many withdrawal options with minimum of $1 withdrawal + fees.

the problem you will have is with the withdrawal not with the sale itself.

you can sell any small amount on any exchanger ($1-$2 is big enough) but for withdrawing fiat you will have trouble becasue the fees can be bigger and sometimes you hae to withdraw more than you have to your bank.

Define high?

If it was me and it was a low amount use one of the reputable currency exchangers on this forum. No hassle to make a new account and the same security you can get at an exchange.
In terms of speed you don't gain or lose it.

You can find some people interested in buying low amount of bitcoin from you in currency exchange section of this forum. Or you can trade that in yobit as they do perfect money withdrawl with 3% fee on withdraw.

Its a multitude of causes; but basically the US economy is poor right now... (I think the most significant recent event was the crash in the US housing market due to sub prime mortgages) no one wants to invest their money in the US so they are placing it in more stable markets right now, ie. Canada.

Its not the first time that the CND dollar has been worth more than the US dollar, but it has been a long time (back in the 70s).

You can find it on the forum as well and if you are using PayPal/Skrill as well, there can be users to trust you with this small amount. LBC users prefer a minimum amount rather than such small amounts.

Both Payoneer and Neteller have a Card to Card function which allows users who have the same card to transfer money without any fees.

is this a new rule of payoneer? I used payoneer one year ago that time minimum limit of payoneer to transfer was only 20$. less then 20$ can't be sent from payoneer.
but I don't know if they make a new rule or reduce minimum limit now.. but they still charge fees,
2 3 dollar trading will not give you any profit. and not even the seller get any benefit.

Well, from my experience, lower the amount higher the fees in short. (mostly coz they hurt more)
Hoever i would try localbitcoins or trade on this forum but be carefull.
