I'm not sure how to get the software mentioned to work. I downloaded it any extracted all the files but don't see any .exe files to use

You need java installed on your computer before the transaction fee booster will work.

You can download a java installer at this link.

https://java.com/en/download/

After you install it you get the transaction fee booster working by double clicking the FeeBooster.jar file, not an .exe file.

The file highlighted below starts the transaction fee booster working.

The blocktrail explorer shows your transaction only has a 0.00000542 BTC/KB fee included, which limits your options.

If you choose to try a double spend with a higher fee, and your wallet can't do it, there is software that can at this link. A bitcointalk forum moderator created it.

Hello, I've just noticed that a transaction that I sent in Electrum around 19 days ago is unconfirmed. The amount I sent was around $1 and I set the fees very low or to 0 to send. Is my only option to reach out to a miner? I've tried restore from seed to no avail..
