Check out in the google which one offers a minimum fee it depends usually on your country there are other bitcoin wallet which offers a lot of variety for their exchange rate you check whichever suit your variety. It depends upon the freebies and which one favors your style. Because there are others even have high exchange rate but offers a variety of advantages.

i do it manually  just calculate total amount and need Sat/sec more than 60 so best one is you

for me best one is blockchain i send with 0.05$ for 30$ and it arrive less than 1 Hour so that it is good but problem it not support RBF

Try to use mycelium wallet on your smarphone you can customize the miner fee for as low as $0.10 but it will take long time to confrim maybe 2-3 days based on my experience if you're not in a hurry it would be fine.

I have used both Blockchain and electrum and they both support depending on how long you wish to wait which some other times could even confirm within reasonable waiting period.

In the case of blockchain.info, aside the regular 1hour+ option, there is still the other option which is for "advanced" here you can then set the fees you can afford to pay.

In the case of Electrum, aside for the option of the amount of blocks you wanted, just unchecked the box and you can go as low as you wanted. Like I said earlier depending on the amount of time you want to wait.

Fees are not dictated by the wallet... in fact, a lot of (good) wallets will let you use "custom fees" where you can specify the exact fee rate you want to use. Wallets like Bitcoin Core, Electrum etc.

Generally tho, these wallets will default to using fee rates that should get your transactions confirmed in a reasonable amount of time (hours). By purposely using "low" fees... you are likely to have to wait days.

A lot of wallets do let you use custom wallets but there are also some who don't let you put in custom fees. But I think at this point the number that don't allow it are next to none. Another great site to check the fastest or cheapest transaction fees is https://bitcoinfees.earn.com/. It has been a reliable source for me over the time I've been into crypto and the site regularly adapts to keep you updated with the best fees.

There is Xapo and although a few new others which I don't recommend. Sending with low fees nowadays in the bitcoin network will make your transaction to wait a really long time to confirm and if it will be confirmed at all.

Always use Electrum and drag the fee slider to the right in order to send with very fast confirmation time.
