I have seen them submit blocks while rented over MMR -
So I would guess that they can submit blocks.

You can try to test your miners on the testnet and see if they find blocks.

I have been solo mining LTC for a while now noticed some of my best shares on my rigs is
1073730365
yet the LTC diff is only
Litecoin Difficulty: 8,349,684
Would this not have been a block solve?
since its above the network target?
I have a few machines that seem to be producing best shares in the billions range but they never submit any blocks.
