I just statred mining LTC on Win7 x64, using my hd7870 @1100Mhz core clock and I'm only getting ~270kH/S. The PC only had 4GB of RAm but adding an extra 2GB did not help anything.
On another PC with 12GB RAM, using the same software but an inferior hd7850 I am getting ~350kH/S which seems about right according to mining hardware charts.
What could be wrong with the first PC?

BTW I'm using these command line params:
cgminer --scrypt -o http://mine.pool-x.eu:9000 -u xxx -p xxx --thread-concurrency 8192 -I 15 -g 1 -w 256
