Yes, they will both put Israel’s interests ahead of their own country’s. The Democrats used to hate Dick Cheney and opposed a border wall, now Cheney is fully embraced and they criticize Trump for not building as much border fence as Obama. Every election cycle they move closer and closer, but they will focus on a narrow set of topics on which to divide public opinion and present the illusion of having meaningful separation.

your scenario is a total fantasy, and there is no point in discussing it. Spoiling ballots en masse wouldnt force politicians to rethink candidates or rewrite the Constitution. For one thing, NOTC is not even a valid ballot choice in federal elections, so a high number of spoiled ballots would not be grounds for a do-over. The U.S. does not change its election results just because a lot of people are unhappy with their choices; low approval ratings and dissatisfied voters are nothing new.

Consider the following scenario: most Americans vote NOTC in the election (spoil the ballot), and then Biden and the Senate realize that everything is bad, and think of finding a solution. And then two other candidates will be supported: M. Obama from the Dems, and A. Schwarzenegger from the Reps (for supporting him the Senate must vote for changes in the constitution for allowing foreigners to be candidates fro presidency). And the election will be repeated, and the Americans will choose between these two candidates. What do you think?
