I don't really think so. I know people in the US who run Tor exit nodes, and the DoJ and LEO friends like to harass them but have no legal authority to shut them down.
You could be held responsible in some cases, all cases would be different, brings me back to knowingly and willfully, if you never have access to what is on your hard drive how could knowingly or willfully apply?
One cannot assume that an action I take is for wrong doing just cause somewhere in the world it has lead up to wrong doing, for instance - i have a PVC pipe in my suv capped on both ends that I have for Geocaching, my friends see that and instantly pipe bomb conversations get started as they Jokingly act as if they assume I for some reason had one in my vehicle, they know it can be used as a pipe bomb (although it would be some very poor firework with less boom than a cherry bomb) if I had intent of wrong doing, but I have it for a water tight geocaching tube, so although someone draws assumption of what it may be, it is very much just a recreational hobby tool for me.
