If you intend to expand with more GPU-s after you are happy with 3 or four ones I suggest you buy the ASUS Mining Expert board which lets you use up to 19 GPU-s and there is room for 3 PSU-s. So this board let's you start with as low as 1 card and you continue as you see fit. It is the best option for both beginners and both experts and especially for those who have plans to expand further later on.

You can try this motherboard: ASROCK H81M-G  or ASRock H87 Pro4
Those are cheap and steady motherboards that work 24/7 without problems recognize all the cards without bios modding.
For PSU it's complicated to advise something because you not mentioned what kind of cards you will use.
Sample for 4 cards like 1060 6gb 120w 10A x 4 =  480w 40A + motherboard,CPU,raisers 90w 7.5A =  570 47.5A  
I am not recommending you to use 600w PSU for 4 cards. At least you need some 750w PSU with  62A .
If you plan to add more than 3-4 cards I recommend to buy TB250-BTC Ver. 6.x or TB250-BTC PRO.
But if you will use cards greater then 1060 then you need PSU with greater wattage.

Check some Asus or Asrock mainboard B250 chipset for the board you need.
PSU 600 is OK for 3 x 1060, and for 4x1050ti
4 xGPU will consume 4xtims electricity then 1xGPU

To help you understand, what you refer to as "mainboard" is most commonly called a "motherboard." Usually when mining, you will need a motherboard with the most number of PCIE slots because this determines the number of GPUs you can add ("VGAs" are also reffered to here as "GPUs" or Graphical Processing Units).

With regards to your query on PSU, it will depend on the power consumption of your PSU. For example some GPUs consume 150w, so if you want to have 4 of this, 150w x 4 = 600W. You will need a PSU that is more than 600W because you still need to make sure you have extra capacity to handle the CPU, motherboard, storage, etc. It is best to spare at least 20% extra capacity on your PSU.

600w PSU is enough for 4 card RX 580, of course with core 1150 mem 2000/2100 with undervolt.
Even with a high-quality 600W PSU it's pushing it too close with 4x RX 580. Dual mining will probably take more than 600W. It'll be alright for Cryptonight, but not anything else.

With this kind of questions you shouldn't buy any mining gear for a while. Seriously, just read and read and learn before building any rigs.

You still dont have motherboard right? How about PSU? If it me, I will go straight to 6 pcie motherboard and buy 1000w psu. But if you already got that 600w PSU, even buying 6 motherboard is good too, cause you can add another 600w later. 600w PSU is enough for 4 card RX 580, of course with core 1150 mem 2000/2100 with undervolt. The problem is cabble management later.
