And also some members post quality contents regardless, putting them on ignore would deprive me of that.
If you feel they so do, and you do not want to miss out on their quality contents, then there is nothing the forum can do about it, as such issues as regards trolls and the others you mentioned do not attract any severe punishment except it's an extreme case..

But, the train of discussion on the various boards, sometimes, can be rude and personal and this creates a somewhat toxic enviroment, for both lower and higher ranked members.

I would like to highlight the following rules, in the list of Unofficial Rules

3. No trolling.
...
7. No begging. [5]

8. No threats to inflict bodily harm, death threats.
...
10. No embedded NSFW images anywhere. NSFW content must be marked accordingly.

I am not sure what you want to refer here. I can be rude and personal without breaking any rule of this forum that you stated above. Breaking of the  of the above rules can case ban or red trust

The forum is doing just fine, the ignore and report buttons are doing a great job towards your worries. Users of forum are mostly humans and some will always break the rules no matter how strict it's. Those who do break the rules are getting what they deserve and so far the forum has been friendly enough. If there was a problem the forum is facing I think it'll be fake news, those kind of news are causing a lot of fud especially on bitcoin discussion board. Topic starters misinterpret news and if you're not carefully enough by reading replies you might fall for it. Can you believe I almost thought Craig wright was satoshi. Cheesy

The ignore option is always there, and reporting such posts.
The issue am highlighting is not only about trolls we also have members who give the same repeated response to noob questions, maybe in a bid to get favour from higher ranked members.

And also some members post quality contents regardless, putting them on ignore would deprive me of that.
We can't all act the ostrich and complain about the state of the forum.

Should there be punitive measure for breakers of the above rules?
Nope, there shouldn't be, just as the rules states them, but with no specific means to redress such issues...Its a minor issue on the forum, its simply on the rules to encourage members to keep the discussions on the right track and not do deviate to personal attacks against any member..

There definitely are one or two trolls here and there, but it's inevitable in a forum that comprises of over a million users from diverse countries, ethnic groups, race etc...

The MODS handle such issues
They trash excessive trolling comments if they come across it/if it's reported
They also trash threads begging for X amount of bitcoin for Y reasons..
I for one havent come across death threats on the forum..

I think it's definitely better to leave things this way,and avoid conversations that get really personal, ive seen one or two in the politics and society section

Edit:
Q: Someone insulted me. Why aren't you deleting his post/thread?
A: Possible (since we don't have the time or resources to check) insults are also allowed as long as they contain any kind of constructive opinion, info or something else substantial and aren't off-topic. For example, posting something like "you are dumb" will be deleted as it contains no meaningful content. However, if the post is somehwere along the lines of "You are dumb. This is wrong because this website/thread/etc. has explained it's not right", it's in most cases accepted

This is the largest cryptocurrency discussion forum and the oldest, and as such it's the top destination for anyone interested in learning more about cryptocurrency and Bitcoin in particular.

So often, people break the above rules, and trolling, and begging (or asking for donations) happens on the he various boards and sections.

This of course is the internet, and everyone is not expected to be friendly, but we should maintain a professional community, that keeps discussions relevant and productive.

Should there be punitive measure for breakers of the above rules?
