Are people still falling for these ICO scams? 

Fortunately, no. Scammers are just losing their time. No one will invest in something like this anymore.

Experienced people will not fall for the second time, ICO is no longer trusted by investors so it is unlikely to happen, but I am afraid of beginners who continue to invest because they know not experience how it was cheated by scamer.

Its a common trick by which these scammers encourage investors to make deposit on their platform. Just an eyewash and fake sale information which is controling by admin panel. In some cases many investors run after this kind of tokensale and get nothing but valueless token.

Stealing contents from other project or anywhere else is the clear sign of a scam project. If they haven't got the ability to create a whitepaper by their own then what better you can expect from them. Just an cheap old trick to steal money from people.

I think it was done by scamer to make it look real, I don't believe many investors buy ICO in MKC, it's just their common sense that important scamer has been found out so I hope no one else believes in a project like this.

I would imagine most whitepapers are going to be plagiarized, by the way--and it's a great indicator of whether one of these things is going to end up being a scam.  It takes a lot of work to actually write a whitepaper with original content, and this is a shortcut that idiot scammers always seem to take.  Good catch, OP.
