Take a screen shot and convert it to pdf, as simple as that.

Just click on "print" option at whatever page you want to send as PDF and select pdf creator or if you have scanned a physical statement you can still generate pdf from same method.
PS: Your bank does not allow you to download statement as PDF?
There are many different applications that can create a PDF from documents or from an image file. Many scanners also support scanning directly to PDF format if you are scanning a physical document. What format are your statements in already?
Also I guessing as you want PDF format your planning to send them to someone, I wouldn't recommended sending sensitive data like that in plaintext via email.
