I'm wondering why anyone would need this tool 🤔, why the hell would people want to change their voice over the phone? Oh yeah some scammers have used this to fool people into thinking they are real female, some shits you can find through online romance scam, there are few cases like that where the real culprit is a man but change voice on phone as a woman

Yes, that was my query form the OP too because there is a lot of demand for real human voice over. Everyone can get computer voice overs from many software's available online. This can be done free through Audacity if you have some knowledge about it.
OP offering few popular languages here, I don't think that someone one can speak natively to several different languages. Even if there is, it certainly wouldn't work for $0.5 per 200 words. It is ai created voice for sure. but even that is ok service for some beginners who want to make a video tutorial or something and are unsure of their knowledge of the English, French, German language. my voice sounds awful, without thinking about the correct pronunciation.
otherwise, I bought on Fiver similar service but with a real person within a video. If I remember correctly, around $17 for 50 seconds clip.
