They do not have the logistic to follow all those jihadists 24/7. Too many of them. I mean, like, thousands of them. The new laws passed recently should help that on a technological level but nothing can replace human to human spying and deep undercover techniques... So this will happen over and over again in the future. That is infuriatingly sad.
Hmm... so the French don't have the kind of money to do surveillance on all these people. This is what happens when a country gives away its citizenship to millions of foreigners without any afterthought. These people were born and brought up in France, but they are all having immigrant background. If these people can't behave properly in France, then they should be deported to their parents' home countries. But I really doubt whether the Socialist government of François Hollande will have the balls to implement that.
