Does the definition of pervert change based on country or law? Say the girl is 17. ASsuming he intends to have sex with her, and this is illegal, then he is perverted? In another country it is legal, is he still perverted?

Yes. That is true. The media is prohibited from publishing the name, nationality, skin color, hair color, DOB, and even the height or weight of the accused. And this rule was introduced a decade back, after someone pointed out that more than 90% of the rapes in Sweden are being committed by immigrants from Islamic nations such as Somalia and Afghanistan.
